Do we win them, or do we have to buy them? If we win them, how do we do that?

You can win elite decks by replaying an Island, but the elite decks that you need for 18 of the game award badges will need to be purchased. Those 18 game award badges require that you use specific decks that you can’t win. If you want to earn all of the game award badges it will cost 180 gems.
Pogo Llama made the announcement in the forums a couple of days ago.
Someone can probably give you a better answer, but from just my observations in playing the game I’ll give this a stab. The decks aren’t worth anything, it’s just a matter of personal preference, and whether you’re willing to spend 10 gems to fulfill that preference. So yes, you have to PAY to change your deck. That said, I have seen during gameplay the invitation to replay islands, with the enticement of these special decks ( sorry, don’t remember the exact wording ), when the islands are replayed. So, I fell for it. The only thing I found in re-playing an island is that you earn a pitiful amount of silver coins after you finish the quest. I won’t do that again!
Saying “I won’t do that again” means I’m still playing the game, even though I’ve already burned through all the badges. It’s a bummer that pogo has already put out two more mixie badges for snowbird solitaire but not for solitaire blitz, probably because through earning coins in the latter there’s no reason to ever use gems.

That’s a great comment, only it’s not exactly accurate. Those 18 decks are worth something…a badge. In order to complete 18 of the game award badges you have to buy those 18 decks, you can’t win them. Here is what Pogo Llama posted…

Solitaire Blitz includes the following:
1. Rank Badges
2. In-Game Achievement Badges which are earnable through the usual gameplay.
3. Additional Badges that are obtainable by purchasing elite decks. This is the equivalent of purchasing a Badge from Challenge Central.
