I did the weekly challenges and there was only 10.

There were 2 weekly badges released on 1/6, and 3 weekly badges released on 1/13.  The other 6 badges in that album are the first 6 badges released for the Polar Palace Treasure Chase.
 
You need to have completed all of those to have 11/11 on your 2021 Badge Album.
