I thought I had this background and checked so I could give you the name but alas i did not find it in my closet so guess not, sorry. I have one that the crab is running across the background instead but do remember the one you are speaking of.
I also checked the background section and did not find it either so it may have been retired but, if so, be on the lookout it could come back at some point which I know doesn’t help you at this time. Maybe someone else does have it and can provide you with the name of it though.

this is a goodie and is called sand castle crab, you will find it on page 10 in goodie section. but it is a club pogo only item.
