There are certain albums that you can not gift b/c of the games that are included. You can not gift any that include Scrabble, that’s the one that comes to mind.
When you try to give ANY gift to someone and it is rejected, there is a link in blue that says *Show Details*. If you click that link it will give you the explanation for the rejection.
Are you both paying members? If you are, I would contact customer service and see if they can figure out the issue.

Just another thought…are you using gems or a CC? It’s gem only now in case you didn’t know already.
