Pogo has added new levels to Quinn’s Aquarium today. New levels unlock the second Tuesday of each month, so keep an eye out for the next set on July 13.
This month’s release is Part 3 of the Camouflage Exhibit.
Note: you may not be able to see the new levels until you have completed the previous ones.

How can I get all SIX shells in one game of Quinn’s? Is there a certain game I have to play?

Your best bet is during the challenge round as there are more tiles. After you match shell tiles, new ones will appear after you make another ten matches. I always count so I can watch where the new shell tiles will appear.
