Word Whomp: Has anyone noticed if there is a difference in the number of words in each puzzle on average between levels 1, 2, and 3?

play level 1 although some have more than 12 words you only get for 12 words or more in each round. those with less than 12 words just click on new game

i kept hitting new game til i got enough words to play some games had fewer then 12

I only play level 3, but I thought the only thing thing the levels do is you need fewer words to win the game. Plus you get less tokens.
The game just takes a 6 letter word and you have to find all the words with those letters, so I would think it would be the same amount of words for all levels.
